Eyes are brown but, there is a blue ring around the brown on both eyes.

Am I safe to assume that the ring has been there since birth?

Different colors (or pigments) can be found in children's eyes. Some children's eyes are green with brown highlights, some green with blue highlights, and so on. It is most likely a normal effect as a result of the combination of pigments inherited from mom and dad, but an exam by your doc or ophthalmologist would be helpful and definitive.
